To check and assure that Subcontractors perform their activities in accordance with the current HSE procedures and regulations, promoting all necessary action to ensure that the said procedures and regulations are observed; To hold or participate in periodical Tool Box meeting with all the workforce; To cooperate with the HSE Engineer concerning the proper implementation of any necessary work permit requirement; To ensure the proper registration of any accident near misses case and assist the HSE Engineer in conducting the necessary investigation and to identify the corrective actions; To coordinate work at height scaffolding operations; To conduct the day by day safety inspection at site and to identify the areas of hazard to be rectified; To keep updated the HSE Statistics; To actively participate in the organization and coordination of the site emergency response team.

Verification of documentation and authorization of safe work permits, approval of projects for scaffolds construction. Control over subcontractors (four companies with staff over one thousand persons). Inspection of scaffolds together with representatives of subcontractors. Holding weekly meetings with subcontractors. Conducting training sessions for subcontractors on the specific features of the erection/dismantling of scaffolds taking into consideration requirements of OHSE rules. Control over the execution of works on the erection/dismantling of scaffolds. Adequate assessment of labor costs for the scaffolds erection. Daily attendance (presence) at the morning safety briefings within subcontracting companies. Weekly check-up of the inspection logs of scaffolds within subcontracting companies. Daily inspection of fall arrest equipment. Daily reporting to the Customer on the work performed. Direct work with such types of scaffolds as: Fitting/Tubes, PeriUp, Cuplock, Rux, Layher. Not a standard approach to solve technical issues respecting the international standards and technical guidance of the TG20.

Preparatory works, the generation of safe work permits in the ISSOW system at the initial stage; preparation of safe work permits for entering the confined space, the preparation of the category 2 safe work permits. Discussion with the Customer’s representative of the scope and particular details of the work, the risks assessment of the work execution. Control over compliance with technical conditions and technology of production, quality of materials, their compliance with the established requirements. Conducting primary, repeated, daily and unscheduled briefings to employees, identifying and resolving issues related to the Occupational Health and Safety rules, Fire Protection regulations. Participation in the daily planning meetings held by the Customer Control over the work of personnel erecting scaffolds. Confirmation of the work execution process by data entry into the SAP software (as applicable to Sakhalin-2 projects). Monthly inspection of fall protection harnesses, hoisting equipment and materials for available damages. Arrangement of material delivery from the warehouse to work execution site. Control over timely PPE provision to the staff. Preparation of requests to provide additional material, equipment, staff for the construction site. Participating in commission work on investigation of job-related accidents. Control over the observance of internal labor regulations by employees. Knowledge of the technical guidance on the scaffolds construction: TG20. Knowledge of the Russian requirements to the scaffolding boards. Arrangement of all types of work with regard to scaffolds construction. Control over the completion of safety rules at execution of works on the erection of scaffolds. Responsibility for the installation of scaffolds, commissioning, followed by inspection and control. I have an internal certificate of the Company on personnel preparation and training in the erection of scaffolds. Conducting briefings and practical exercises, periodic assessment of employees’ preparation level. Daily reporting on the work performed, maintaining the documentation, preparing the plans. General control of the staff overseen by me, from 20 to 120 people. I have working experience thanks to the Sakhalin-2 project, namely at the facilities of “Sakhalin Energy” company: Prigorodnoye LNG/OET (Liquefied natural gas/Oil export terminal), Gastello compressor and booster station, Onshore processing facility.
